Is Microsoft going to update TO DO to allow it to open in the outlook desktop app ??

When I open MS to Do app and open whether it is an email flagged or a task from my planner in teams when I try to open it, it opens in the web-based instead of the desktop. Am I missing a connector to my desktop or something?

At this time, it will only open in the on the web version of Outlook. This is because the To-Do app links to the web version of Tasks and uses deep links to link to the associated Outlook item.

Yes, the need to open a To Do item from Outlook in the Outlook desktop client is very much needed. Issues like lack of signature, use of 3rd party Outlook functionality, etc. is lost when only the Web version of Outlook is used.
