I reported two phishing scams to Outlook by clicking on the drop down "report phishing scam" in the Outlook mail app. Where does the phish e-mail go and is it reported to the genuine company, in this case a bank? Also, why can't a suspicious e-mail be forwarded to a reporting agency without opening it and exposing my computer and possibly my contact list to the bad guys?

This is only reporting as to block and does nothing to help combat the problem. I'm very disappointed to learn that all the phishing emails I've reported does nothing really.
Unless a person goes to message source and looks for the received from that looks like this: ([##-###-###-##]) , and copies and pastes into a ISP look up website. will they find who to even report it to. That is a lot of work on our part. Can't microsoft do more? If good hackers can get into a hospital and control IV drips, why can't Microsoft do more to control and find these phishers?.
Seriously? That's all it does? I get about 5-10 junk mails a day and report all of them as phishing scams. I had no idea that it's only blocking the emails. That does absolutely no good because they will change the email address and keep sending this garbage! I don't get this kind of junk in any other email address.
This reply is completely useless and just refers to the equally useless reply put out by Microsoft.
