[Office 2016] Search cannot complete the indexing of your Outlook data

Have various Outlook 2016 search problem recently, but couldn't solve the latest one. User is on Windows 7

What happen:

Everytime the user starts the Outlook, it will give this warning.

Search cannot complete the indexing of your Outlook data. Indexing cannot continue for C:\Users\xxxxx\Documents\Outlook Files\xxxxxx.pst (error=0x81404005). If this error continues, contact Microsoft Support.

Search will works, but will not index any new incoming emails

If user close the Outlook and start again, it gives the same warning again, and previous unindex emails will be indexed. But subsequently new incoming emails will not be indexed again until the next Outlook restart.

We have tried:

  1. rebuild the index
  2. create a new mail profile
  3. move the pst to the totally new pst
  4. update Office to latest version 1705, Build 8201.2102
  5. run a repair Office

still having the same problem.

any suggestion?

Update: With the help from Richard Batty here, we located the offending update that causes this problem. On Windows 7, the update is KB4022719, on Windows 10 it's KB4022715.

    Issue #5 in this topic is still the official guidance, https://support.office.com/en-us/article/Outlook-known-issues-in-the-June-2017-security-updates-3f6dbffd-8505-492d-b19f-b3b89369ed9b?ui=en-US&rs=en-US&ad=US.  Make sure your Windows clients have the KBs listed in this topic installed.  Since it is patch Tuesday there might be new Windows Updates so any new ones would supersede those July 11th Windows Updates.

    I have seen a few support cases come in where even with the update search was still not finding all of the results.  For example an issue was that newer emails were not showing in the results.  When they clicked Search, Search Tools, Indexing Status Indexing Showed complete.  I don't think we know root cause for that issue yet but the workaround that has been used was to delete the OST file and resync the email or create a new profile, https://support.office.com/en-us/article/Create-an-Outlook-profile-F544C1BA-3352-4B3B-BE0B-8D42A540459D.

    I have this problem on a number of machines.  Selecting two of them for example: Both 64bit windows 10, one with the anniversary update, KB4022715, and outlook 2013, one with creators update, KB4022725, and outlook 2010.

    I looked at the permissions of the C:\ProgramData\Microsoft\Search\Data folders, and found permissions on one that I could view, and on another PC I couldn't enter the folder. so I assigned SYSTEM as owner to both, and gave SYSTEM, local admins, users, and EVERYONE Full control over the folder.  Indexing seems to be working better, at the moment anyway.... 

    Now, I know very well that giving "EVERYONE" Full control over any folder is bad practice, so maybe someone can figure out exactly which permissions the search system needs in order to work correctly.

    I am running Outlook 2010 and Windows 10 and was having indexing problems in Outlook. I uninstalled Windows Update KB4022725 and that resolved my Outlook issues.
