Option to enable GIFs in messaging policy seems to be missing entirely now. Only Memes and Stickers are available. Was there a feature change or is there something at the administration level that we can do to re-enable this feature?

This did NOT work for me. The only resolution my team was able to find was to press the Windows key & the "." simultaneously & then the gif options appear & you can search for them.
My optional connected experiences is on but I still cannot see GIF's
Check your Emoji icon. That is where I found mine had been moved to. Along with "Stickers"
As I was writting out the details of all the steps I took, I found a workaround.
After updating my teams I was unable to use GIFs. I made sure Optional Connected Experiences was on with no change.
Note: No GIFs or combined GIF menu.
This hit both my web and desktop client. a fresh install of teams fixed it until the update happened again.
I pulled up my "About Teams" and turned on Early Access: Public preview and the combined menu showed up:
Three dots next to your picture -> Settings -> About teams (bottom of the right hand menu) -> Early Access | Public preview
Looks like not everyone will have the same options show up that you have shared. I only get emojis :-(
