What you were told will not fix the issue and creating a new user account as described to you, not by me but Raniel is a waste of time.
I can't recall exactly what I did when I had this or a similar issue, but it is listed on here under my name.
What I do recall is that when you get the Microsoft login screen up, 'YOU MUST NOT LOGIN.'
Instead you send an email without logging in. Preferably using an alternate email address that you have associated with your Microsoft Account rather than your default email address.
Up until I did this, I never received the unlock pin. Once I did this and in my case using an alternate email address as described, I then received the unlock pin.
Now once you succeed, I would suggest that you create a local account and use that instead of the Microsoft account. In doing so this will prevent this from happening again. This only happened because your Microsoft Account detected a hardware change in your system and automatically locked you out.
A local account does not do this. If it does, a simple reboot will then allow you back in. I hope that this helps. Anything further, then you will have to trace my previous posts. This issue is the result of TPM2 and Microsoft's attempt to be able to take control of your system, should they so desire. TPM2 isn't for our security, it is for Microsoft's.
