I've finally solved the problem. I bought a used HP computer running Windows XP and a used Canon flatbed scanner that will run on XP. No internet, but at least I have a working scanner now.
Scanner won't run on Windows 11
I have an Epson Perfection V600 Photo scanner that I can't get to run on Windows 11. I did an install with the disk that came with the scanner, then downloaded the latest driver update from Epson, but when I try to run it, I get a message saying "Can't communicate with scanner." Any help would be greatly appreciated, as I really need to use this scanner.

2022-04-09T18:08:09+00:00 An adder--just downloaded and installed the latest driver ,ver 3.9.3.1. Shut scanner off---put it back on and it was OK. That is nothing new--time will tell if if the latest driver actually fixes the recognition problem
I've been downloading driver 3.9.3.1 since November.

2022-04-09T15:22:10+00:00 It's a mixed bag, apparently with different solutions in getting the scanner recognized with win 11. The latest success for me (just now) was just to have the scanner on and to reboot the computer. Hopefully, either Epson or MS, will come up with a solution to the non-recognizing pain in the ****.

2022-04-08T18:17:54+00:00 Unfortunately I have the same problem.
I work with V600 and V39.After "upgrading" to Windows11, I am not able any longer to use my scanners.
"Can't communicate, etc..." even it's obvious there is a communication, because the scanner is recognized and starts its initialization run.
A temporary solution can be found uninstalling and reinstalling the drivers and the Epson software. It seems to work for a while, then uddendly goes back to "can't communicate...." error.
Installed all the possible updates in vain.
Someone suggested to install Vuescan. It works, but it's not for free!

2022-04-06T21:09:32+00:00 Restarting Epson Scanner Service didn't help.
Restarting Windows Image Acquisition (WIA) service made the scanner work. I'm using TWAIN from 32-bit app. Super weird.
I'll try following your guide and see how it works.
After rebooting the computer, the scanner still wouldn't work.
But it works after restarting the Windows Image Acquisition (WIA) service.
Rebooting the service on startup doesn't help.
I have to turn on the scanner, get the error message, restart the service, then it works.
For now I just created a .cmd
net stop StiSvc
net start StiSvc
I run it as admin.
