Windows 11 language's basic typing won't finish downloading

There is a known issue that if you type Chinese characters in an English system environment, the word-searching bar would disappear while typing multiple Chinese characters in a row. This issue was never fixed and was very annoying. Today I tried to uninstall the Chinese language pack and wanted to do a reinstall, the language pack was downloaded just fine, but the basic typing was just stuck at the downloading phase and never goes to completion. I've been waited for more than 24 hours already.

Hey guys,

New here but was plagued by the exact same issue (Windows 11 ASUS ROG laptop) and managed to solve it with one of the mentioned solutions. Here is a TLDR and its working perfectly now for all languages for me.

Methods that did not work:
DISM fixes, restarts, regedits, ESD/CAB installations

Method that worked:1. Remove all language packs installed in Optional Features

2. Remove all secondary languages under Time and Language (Just leave the main one)

3. Run an In-Place Windows 11 upgrade (link provided below on how, might take quite a while involving multiple auto restarts. apps and files are not affected at all, read info in link)

4. Reinstall secondary languages, they should still take quite a long while but a tad under 45 minutes for me

    What I did to solve the problem:

    I did an in-place windows 11 upgrade (reinstall win 11 but retaining all my files and apps. Took about 30mins) before proceeding to the below steps (I did not manage to get the below steps to work without the in-place windows upgrade). Make sure you download the iso that has the same language as your system or else you can't retain all your apps! - see link https://answers.microsoft.com/en-us/windows/forum/all/how-to-run-in-place-upgrade-in-windows-11/4d469147-2747-4dcb-88a4-aae9273a4500

    1. download "Windows 11, version 22H2 and 23H2 Language and Optional Features ISO" from https://learn.microsoft.com/en-us/azure/virtual-desktop/windows-11-language-packs
    2. Mount the iso downloaded and Extract "Microsoft-Windows-LanguageFeatures-Basic-zh-cn-Package~31bf3856ad364e35~amd64~~" (if updated the file name might change, but look for "Microsoft-Windows-LanguageFeatures-Basic-zh-cn" will get you the correct item)

    Place it anywhere you desire (I placed it under "C:\Temp")

    Note: "zh-cn" for simplified Chinese. "en-us" for US English. Look for the relevant language you desire.

    1. search for cmd.exe in start and right click, run as administrator.
    2. paste without the quotes: "dism /Online /Add-Package /PackagePath:C:\Temp\Microsoft-Windows-LanguageFeatures-Basic-zh-cn-Package~31bf3856ad364e35~amd64~~.cab" and press Enter

    Note:

    • Change the path "C:\Temp" to whichever location you place the extracted file
    • Update this file name according to the name from step 2: "Microsoft-Windows-LanguageFeatures-Basic-zh-cn-Package~31bf3856ad364e35~amd64~~.cab""
    1. Took >10mins for mine to install.

    TLDR; Resolved this issue with one of the post. Credit to Zhenyao .S posted on page 6 (thank you so much for your help 感恩):

Require to download the Windows 11 ISO file from Microsoft, double click on it then Windows will mount it as a CD-ROM drive. Lastly, double click on the Setup.exe. Follow the link above with a YouTube video (3m 13s) with all the instruction in it. Total time took me around 1 hour 15 mins.
