Tcpip.sys error Windows Insider Program

When I try to install the preview of Windows 11 I always get to the green screen like BSOD with SYSTEM_THREAD_EXCEPTION_NOT_HANDLED what failed:tcpip.sys I've tried all the possible solutions: resetting network adapters; uninstalling and installing drivers; did the tcp/ip reset in command prompt "netsh int ip reset"; and even tried disabling windows security (the only antivirus installed). Any other suggestions?

Excluding regional settings, keyboard layout and location based in Portugal, I just realized that there IS something most likely we all have in common as Portuguese: the citizen card (Cartão de Cidadão) app and the related drivers!!!!

It's kind of a long shot, but does anyone else use this?

It's the only thing I could think of that would make sense in terms of all of us here being Portuguese users!

    Hey guys, Tuga as well here.

    Also having the same issue since the first W11 dev insider build. Hoped it'd get fixed for the Beta build, but no such luck.

    I do have HyperV enabled
    I do have a VPN installed

    I do use Windows Defender

    It's funny that I have some friends (also PT) who installed it without any issues.
    When I installed it the first time, it booted alright, but then the windows update tried to install some stuff, after which it started to always BSOD on boot. Sad thing is I don't know which update it was, and it no longer shows on the update logs.

    It's in fact a odd coincidence. Nevertheless, we may have been the firsts to detect the issue in this flight.

    So, questions for everyone:

    1. Do you have Hyper-V enabled?
    2. Do you have OpenVPN?
    3. Is your default AV Windows Defender?
    4. Do you have enabled Windows Defender Credential Guard, Application Guard and Exploit Guard?
