The point everyone seems to be missing - and is CLEARLY being communicated by MS's lack of coherent believable response - is that this IS NOT A PROBLEM OR A DESIGN FLAW. The excessive start-to-usable UI time is a byproduct of Microsloth increased spyware, market-ware and convolution-ware (the extra **** put in to take more control - epsecially of privacy - away from the user). IT IS NOT A MISTAKE, IT IS BY DESIGN, AND THE IMPEDIMENT TO OPERATIONS IS A BYPRODUCT ABOUT WHICH MICROSLOTH DOES NOT GIVE A HOOT .
IMHO Microsoft is going to cheat, break laws. sneak and lie to get what they want - a "virtual observer" looking over your shoulder at everything you have on your system and every UI interaction you make with it. With Edge they are clearly violating the ruling handed down in the EU that REQUIRED decoupling the BROWSER APPLICATION (Internet Explorer) from the operating system so that users had the choice of application for web browsing. Now Edge is not possible to remove, if you do you will break the OS-based search (bar or Win-key+S) where it is your only option to extend the search to the Web and you must use Bing in the Edge browser (whereupon that data is likely shipped back to MS and entered into your user profile whether you want it to be done or not). Clear violation of the IE EU ruling, but MS apparently feels it is big enough and the pandemic bad enough that it can easily push the EU around and once again try to use illegal and unfair monopolistic practices in a renewed browser war, something essential to win for their "Total Data All The Time" spyware deployment efforts.
Basically it may be a PROBLEM for users, but not for MS, so you will not see a solution from them. The only real solution is to bug your essential application developers to provide Linux alternatives and for you to transition to Linux. (I could say "Apple" but they are just as bad but more sneaky about it.)
As for WaasMedicAgent, an MS employee all but admitted that it is not intended as an update repair tool (it was an unsupported "assumption" by users, it seems. So my guess is that MS's only concern is the symptoms we notice and the measures we take to interrupt or stop WaasMedic from running so they can spread the spyware to other modules that may be unstoppable without preventing the most basic functions of the OS from working. IOW they are only interested in protecting and expanding their data mining operations and NOT in solving our excess resource use at boot time problem. As such posting here or to the feedback hub is, IMHO, at best a waste of time, at worst more data for MS to use in the effort to better interweave spyware into the OS in such a way that it is increasingly difficult or impossible for users to disable it or minimize it.
