I just got Game Pass a few days ago and haven't been able to play it once because every single time I hit on Install a screen telling me to Download Gaming Services keeps popping up even though I've already installed it numerous times. I'm turning to this because I have no idea what to do, I've already tried a bunch of different suggestions from people such as: Repairing and Reseting all the apps, I've tried to uninstall and install with Powershell, I've tried to update through the windows store, I've updated everything on Windows, I tried going into the registry and I deleted the GamingServices and GamingServices.net but Nothing works at all, I've completely given up on this, I feel scammed because I just got Game Pass and I haven't been to play a single game.
One weird thing I noticed and I don't know if this is normal is that when I go over to my account settings on the Xbox App on the segment where it says "GameInstall Options" I get some weird error that says "There was a problem loading installation locations. Try Again" But it never gives me that chance to change anything.

System file checker was what solved it for me, but I agree with other comments. This is clearly a systemic issue and MS should be looking into the cause. As other's have mentioned it can re-occur. Why am I paying $15 a month for something I was unable to use, meanwhile my Fiancee purchased infinite on steam and was having no problems at all?

i dont even have the app installed and i cant download it i have the same problem as the first person pc is updated and i still cant change my download location
