How to resolve Win 11 won't completely shut down and won't restart?

After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?

    Hi,

    As i was facing the same issue with my Hp Victus laptop. When i completely formatted my pc, i got the same issue that whenever i click on shut down, its display and fans gets off but my keyboard and external mouse still on.
    after doing hit and trial like reset for 3-4 times from cloud or locally, installing display drivers, Nvidia's drivers and all stuff, i went to AMD's website and searched for latest AMD driver, as i have AMD Ryzen 5600H, NVIDIA RTX 3050, and It Worked!!

    MSI Sword 11AUD 11th Gen Intel(R) Core(TM) i7-11800H @ 2.30GHz 2.30 GHz 16,0 GB Nvidia GeForce RTX 3050 TI Windows 11 Pro 24H2

    After some major Win 11 update, it became difficult or impossible to restart or shut down the computer. SMC or RestoreHealth hadn`t helped. After complete deinstalation of old videodrivers and reinstalation of new videodrivers for both videocards, the problem was fixed.
