THIS SOLUTION WORKS. You can ignore everything else. Select the app, then hit ALT, you'll see Menu options > Move > use arrows to move app to viewable area.
App runs off screen in Windows 11.

2024-08-05T00:14:34+00:00 The fix is to hover the cursor on taskbar icon to get the preview, then hover over the larger preview and hold shift and right click to maximise. Once maximised, select Advanced View (or similar). You can then use the win+shift+cursor as before.
