I tried all the things up to this point in the messages (and beyond, using other sites/videos). Nothing worked until and did a shutdown instead of a restart, but I don't know which of those things worked in conjunction with the shutdown.

it appears I have no network adapter running. I’ve tried reinstalling drivers from a flash drive but no luck. Could it be the actual network card going bad?

For me, the solution was simply to *shut down* instead of restart. I don't know which of these changes did the trick because I tried every one I found both here and elsewhere over a period of many hours. I'd restart after every attempt. On a whim I tried shutting down, waiting a few minutes, then starting up again. Magic, problem solved! I'm using an HP Pavilion x360 Convertible 15-er1xxx.
