This post seems to be going around in circles. Does Microsoft look at these posts? Do they care? Some sort of acknowledgement they are aware and working on a fix would be much appreciated. These pages must be being monitored by moderators that can highlight our issues with this update to Microsoft themselves. Please get involved both moderators and Microsoft.
Problem with a windows update KB5031356 (windows 10)

I tried to update windows yesterday and ran into some issues, this package : KB5031356 won't install, it downloads it, then it takes some time to install (even though I have a fast NVME SSD) it gets stuck near 20% for a bit, then it goes and goes all the way to 100%, then it gives me this error code : 0x8007000d
Ok so since I know a bit about computers, I have tried a whole bunch of things, also tried to google and look for more fixes, nothing works so far, kind of desperate and I'm affraid I will have to reinstall windows, yet again, it feels like I must do that every year at this point as it always gets corrupted somehow, very strange..
I have tried these classic fixes :
SFC/Scannow
Checkhealth
Scanhealth
Restorehealth
It did find some issues with scannow, which got repaired (supposedly..)
I also tried the troubleshooting apps, as suggested by some websites :

Troubleshooting intelligent background (BITS)
I also had issues when some software crashed on me, discord and as I was trying to update my motherboard software, it crashed and other apps started crashing.. so I restarted
I got the updates for the motherboard software to work and managed to fix discord by deleting the folder in the appdata folder, but this indicates some issues I think
I have also noticed something VERY strange, in task manager, a huge number of my services are simply disactivated, here are some screenshots to give an idea :
I suspect some malware potentially aswell, so I ran a whole bunch of scans..
Windows antivirus, nothing
Microsoft security scanner, nothing
Malwarebytes, nothing
Adwcleaner, only find a minor adware it would seem very harmless according to my research, quarantined
I even tried to run the app called windows repair app (from a trusted website, I shall not mention, don't wanna advertise them but if you look it up you'll see it's legit), it runs a bunch of command and powershell to try to repair things, such as repair the microsoft store etc.
A few weeks ago I did change some settings regarding admin rights, as I wanted to remove the bloatware in windows and I was curious to see what was in the windowsapp folder.. following some instructions on some website, I ran some command to allow admin rights, but I think it allowed more than just windowsapp
I was curious to see because I couldn't even check the size of that folder..
I read on reddit it could cause some issues, I thought, perhaps these guys were really not lucky and honestly didn't think some simple permission settings could break windows.
This was a few weeks ago aswell and I'm pretty sure I ran updates since that happened.
Unfortunatly I couldn't find the blog post anymore that I used, I wanted to revert the permissions (it literally opened a cmd or powershell and ran a whole bunch of commands permissions to allow admin rights)
Perhaps some of you know the command to revert that..
like I said I really hope I won't have to reinstall windows yet again..I feel like I'm being hack because this always happens and it's strange issues like these, maybe I'm being a bit paranoid
Could it just be a broken windows update ?? I googled and didn't find anything indicating this could be the case..
Help would be greatly appreciated.

I have 16Gb in my slaptop that won't accept this flawed update.
That is waaaay beyond what would be expected of the otherwise lowly spec of this cheapie Dell.
I bought double ram (8Gb) when I bought it originally and then doubled it again to 16Gb when I finally got pi55ed off with 10 home keeping on reinstalling candy **** etc and bought a Pro license update.

Please note that I am elderly and do not have the 'Command Prompt' skill you offer presently. Please give us 'a fix' that can be understood by a layman.

2023-10-25T04:06:03+00:00 This is unbelievable. I have been jumping through hoops for the last 24 hrs. to simply upgrade a Laptop from Windows 8 to 10. And once again, it's the septic code spit up by some Google programmer at Microsoft that stops me dead in my tracks. Go figure, there is already a line around the block.
Still, I'd rather get paid to do something I hate everyday than get paid to do something I suck at everyday. I don't know how they do it? With that said...
...screw you Microsoft, I'm going home!

Working after Visual Studio Installer "Repair".
Hello to everyone,
I am writing from Estonia and I was using a 4 four years old Dell Optiplex 9020. My reconstructed machine (16 GB of memory) worked fine and I had no troubles with it at all. The problems started on Friday, 6. october 2023. This is a few days before the update (KB5031356) of 10. october 2023. At first I thought that it was some kind of cyberattack, because the complete update history of my Dell Optiplex was erased. I noticed at the same time, that something damaged or better told erased as well a lot of files associated with uninstallation of software, fore example everything from Wise (Wise Disk Cleaner, Wise PDF Reader, Wise Registry Cleaner etc). Some examples of the erased files are this: "unins000.msg" and "unins000.dat". A lot of software prior to the update stopped working, for example Dell Supportassist, Dell OS Recovery Plugin for Dell Update, Dell OS Recovery Tool etc. As well applications from Microsoft Store, for example Microsoft To Do, Dell Digital Delivery and as well the Microsoft Store app itself -- I had to reinstall it with the help of appxbundle. Other options failed. A lot of Dell software became completly useless. The Dell OS Recovery Tool isn t starting in Windows 10. I had serious trouble reinstalling Dell supportassist. With the stand of 17.10.2023 my Dell Optiplex has become completly useless after installing the update KB5031356. I must remark that the update loaded very badly and was stuck by 30% and loading it took several hours. After downloading the update things got worse. I have got at least 10 blue screens of death. The most common cause is a "Critical process died". I have no idea what this process should be. None of the recovery options works anymore. System Restore has become a complete failure -- "you must enable system protection on this drive", I did, and it dosen t worked at all. I tried a lot of the Command Prompt options with different commands nothing worked, beginning with sfc /scannow. It isn t possible to uninstall the latest updates as well, because there is nothing to choose from. Still got the same message "Critical process died". I have noticed that a lot of files are missing from the update, witch leads to system devices not recognized, for exaple Canon Powershot A620. The following files are missing from update KB5031356: "WpdUpFltr.sys" & "winusb.sys". Visual Studio 2022 got damaged as well prior to the update -- files are missing. Today I can t use anymore my computer and have nothing to work with anymore. I can bring my computer to repair, but I am out of options restoring the system. I have more than 10 restore points nothing helped. In the last days I have fasted a lot of my free time, to restore my computers funtionality with the result of a useless machine. Thanks Microsoft.
