I'm seeing this error in my Event Viewer as well, and I'm seeing it along with the one below every time I try to connect a SSD. I enabled hot plugging to troubleshoot because Windows was not seeing my the SSD, even though Bios was. Do you think this error or the line below could be causing Windows to not recognize my SSDs? The Warning below and the error from this thread always happened together.

100 per cent it looks like you are on a work domain with a GPO that prevents Windows from obtaining drivers from the Windows Update site. I would suggest you talk to your IT dept about two things. A) are you allowed to add external storage devices and B) if you are where are the drivers for this please
The problem with Data Security and shadow IT is a big issue and many companies will block adding drivers and prohibit external storage devices for this reason.
