I do not think device metadata is related to your second screenshot in any way. In the second screenshot your device is attempting to use Simple Certificate Enrollment Protocol to pull from an Azure HTTP location. Your problem seems to be a duplicate of this Solved: failed to initialize SCEP-Certificationregistratio... - AMD Community hopefully this will point you in the correct direction. Have you tried to follow the link in the second screenshot in a web browser? What do you get as a response if you do?

Glad you found a solution to the slow connection. Yes Windows Update is a major problem over slow connections. However, I strongly suspect the 131 and the URL issue are not related to your problem at all.

I had installed Windows 11 recently and was unable to update Microsoft windows. The installed version was 21H2 (OS build: 22000.318). I was getting the same error in event viewer and windows update was not working. After going through this forum post and replies from various others, I had tried to open Microsoft Store (windows app) for the first time and it was initializing and not opening the main page then I closed the Microsoft store app and also clicked pause updates for 7 days and disabled LAN internet connection and connected my mobile using USB to PC with USB Tethering and connected to mobile data that is much faster as compared to my LAN internet connection. Then opened Microsoft store again and also clicked Resume Updates on Windows Update. The Microsoft store initialized and then windows updates also started showing updates and error is gone.

So the issue was not the url, it was internet connection I was using or might be slower connection speed was the issue but on mobile data with faster connection I got things working, first open Microsoft Store and then windows Update.

I suspect the problem is more often than not Microsoft's web API URL not your hardware or your install.

AFAIK devices can make anAPI call to this URL to recover icons and other information about the device based on the device id sent to it. It is related to the system setting that allows windows to update this from the web (separate from Windows Update by the way). Turning this setting off has been reported by some to stop this error message and others report changing the URL in the registry that is being called fixes it. I have tried the URL change it didn't work. I have turned off the setting and whilst not completely stopping the error message the frequency is significantly reduced. I hope that answers a few questions. Ball is firmly back in Microsoft's court waiting for a return 😉
