What do you mean "hard restart"?

I did a hard restart, and it cleared up the issue for me. May not work for everyone but it worked for me.

Something is blocking the system from reaching the Microsoft’s update servers, it could be AdGuard, PeerBlock, or another filter/firewall (or even a DNS filter). In my case it was a system-wide AdGuard blocking the access (did not try to figure out which particular filter update caused the blockage). Once disabled momentarily and retried, the update resumed.

I have the same issue. It has been going for maybe a week or more now. Is there any fix from MS yet?
