0x800703ee error upgrading to Windows 11

Whether I use Windows Update or the Application Assistant, I get this same error.
Error message:
There were some problems installing updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: (0x800703ee)

  • Antivirus and external drives disabled
  • Chkdsk returns no errors
  • There's plenty of space on C drive as well as in the EFI partititon
  • C drive has been cleaned up
  • All drivers have been updated
  • All Windows 11 requirements have been met

I'm not sure what else to try.

Please run:

diskpart

select disk 2

list part

select part 2 -- This selects the EFI partition

del part override

create partition efi

format fs=fat32 quick

assign letter=Y

list vol

exit

    I stopped at the second bullet point "select volume W" since it no longer appears listed.

    From admin Command Prompt, run:

    • diskpart
    • select volume W
    • remove
    • select volume C
    • shrink desired=250
    • create partition efi size=250
    • format fs=fat32 quick
    • assign letter=W
    • list vol
    • exit

    Important: If a command fails to execute correctly, do not proceed to the next command.

    Ok. That portion of the disk is bad and unusable. Let's use another part of the disk to create a new EFI partition.

    1. Please run:

    diskpart

    select vol W

    set id=ebd0a0a2-b9e5-4433-87c0-68b6b72699c7

    gpt attributes=0x0000000000000000

    exit

    1. Delete the 15.31 GB partition and merge the free space with the C drive. Once done, post screenshot of the latest Disk Management.
    2. Create Windows USB setup disk and have it ready.
