For Office 2007 File Validation IssueGo to C:\Windows\SoftwareDistribution\Download

Find OFV.CAB and extract it.

You'll have OFV.msi

Install it and hit Retry on Windows Update.

    Ah yes.... But now it seems, we have to wonder, will Office not be activated in 30 days??? ;-(

    The trouble shooter won't find or fix this issue.  And you need to install the update for the validation/activation tool to work.  The update will work, just takes a little time (about a day) and you have 30 days for it to work and activate it.  I just ignored it, Office 2007 worked fine and it installed the update and loaded the EULA just fine the next say.

    I started from a clean windows 10 ver 2004 install

    me too same situation like yours I tried to install (Paid/Legal Key) Office 2007 on a new acer desktop. Win 10 Ver 2004   All security updates were installed, but I started getting ERROR 0x80240023 for Microsoft Office File Validation Add-in......

    I just tried to run windows update and i too think maybe the problem is or could be with Office 2007 thing- all other updates for Office 2007 went thru successfully and no problem issues with installations.

    I tried most of what i read here on the forums and it didn't help....

    maybe like Robert NJackson says ...I'll wait for a day and Hope to see if this problem 0x80240023 goes away on its own....
