Forza Horizon 4 won't launch

It ran great until I bought the Ultimate Add-Ons bundle, now it simply crashes after showing the splash screen for 30 seconds.

From the event viewer:

Edit 12/13/2019: After installing the latest update last night, the game seemed to start fine. I will continue to update this post with status.

Edit 12/14/2019: The game no longer starts.

Edit 12/28/2019: See user realcoda's post on page 5 for a solution. Be sure to back up everything on your PC before attempting as it involves editing your registry.

Edit 2/19/2020: The game runs after today's patch.

Edit 2/21/2020: Today's patch has reintroduced the original issue.

    well it seems to have narrowed it down to the ultimate add on bundle. love this games and have spent 5 or 6 days trouble shooting and reinstalling.

    Have you tried contacting Microsoft Partner support? Not Forza support, as they imply they can't do anything about it, since it's a license issue on Microsofts side. I can give you a direct link to a agent if you want to. 

    The person I spoke to said it was a common issue with people having Xbox Game pass or people with two copies of the same game.

    That's what I've been assuming the issue is since I bought the Ultimate Add-Ons DLC and that's what caused the problem. I've contacted support with the issue several times and haven't had a solution.

    Do you by any chance have two copies of the game in your library? One being a Xbox Game Pass version?

    Because I contacted Microsoft technical support, and they insist it's a license issue on their end regarding the two copies of the game, my account has been forwarded to a back-end team to be looked at. 

    Main reason they suspect this is because whenever I install the Ultimate edition, it's the Game Pass standard edition that will show as installed, and because that one doesn't allow any of the DLC to run, we get the Hang Type: Activation because the licenses don't match up. Who knows.

    It's disappointing because I do enjoy the game when it runs. Hopefully the devs will get some visibility on the issue and the resources they need to fix it.
