W10 1803 -> 1903 Update Error - "Windows could not configure one or more..."

I have a Dell XPS 7100 with AMD hex core 1075T and 8GB ram. 500GB SSD & 1TB secondary drive.

I've been running W10 1803 quite happily but the nags from Microsoft are becoming irritating as 1803 nears end of support. I've tried installing 1903 at least a dozen times. I've followed every troubleshooting procedure I can find; I've pulled every peripheral including video card and sound card leaving just the mobo and SSD. Still get the same error "Windows could not configure one or more system components. To install Windows, restart the computer then restart the installation". I've updated all my drivers and BIOS.

I have run an install in place. I have not run a clean install because losing my (old) applications would be a disaster. Some of them (like Picasa) even if I could reinstall would lose much valuable information.

I know this PC is not "certified" for W10 so I'd be quite happy to stay with 1803. Is there a way to tell Microsoft to stop bugging me about the update? A total wipeout because of a future security breach would be no worse than having to do a clean install.

If that's not possible I'd sure like to know what's the problem. I created a Windows Update log and it's in my dropbox here:

Getting your system to upgrade was really good work.  Not many folks would stay with such a problem and find a resolution.

I suppose you are now the resident expert on this situation.  Hopefully, you will be able to mark the thread solved if you do get 1903 to work so other folks will find it.

    When I did the stripped down update attempt, everything including my video and sound cards were removed.

    The only other thing that may be relevant is that maybe a year ago I had a failed update. It rolled back more than once and I think the update eventually succeeded. However, on one of the rollbacks my regular user profile was destroyed - just GONE. All my files were there but I couldn't get my profile back. So I created a new account and slowly rebuilt my profile - sometimes I was able to link to the files in the old profile and sometimes I had to copy into the new profile. It all works but sometimes if I want to access a file in my aux drive I have to go f:\users\joe\pictures because while f:\pictures shows in file explorer, it doesn't actually go there.

    I run the updates from my master account which is the only admin account on this pc. AFAIK, there's nothing wrong with master's file directories.

    OK, that may be best if Microsoft responds..  If you feel like sharing your entire setupact.log I would look at it.  I have seen three or four now which have problems setting up the reboot due to anything from Recovery options not being found and copied over to not being able to access the system partition to adjust the boot system.

    Let us know how it goes..  And make sure you remove any SD cards installed, which might even be a printer version.  On of the problems the original release had in May was drive letters changing and confusing the install.

    The troubleshoot page said:

    First boot phase: Boot failures in this phase are relatively rare, and almost exclusively caused by device drivers. Disconnect all peripheral devices except for the mouse, keyboard, and display. Obtain and install updated device drivers, then retry the upgrade.

    I previously did the system stripdown and made sure all my drivers are up-to-date. I previously saw that there was a problem with an IBM SSD driver and downloaded the fix for that but it said not applicable to my system.

    Then the troubleshooter page said: "If the general troubleshooting techniques described above or the quick fixes detailed below do not resolve your issue, you can attempt to analyze log files and interpret upgrade error codes. You can also Submit Windows 10 upgrade errors using Feedback Hub so that Microsoft can diagnose your issue." 

    I think I'm there. I'm an experienced PC user but I'm over my head.
