Fans and CPU running very high Windows 10 Build 1903

I upgraded to windows 10 version 1903 a few weeks ago.  Shortly afterwards I noticed that my fans were running extremely fast and my CPU temps per core were running in the mid 50s C at system idle.  Previously they were running in the mid to high 30s C.  Task Manager shows my CPU usage at 100%.  I get things back to normal if I disable the Power service, but as soon as I enable it again, my fans begin to race and the temps go up.  My system uses an ASRock motherboard with an Intel i7-8700k and an 8500 watt power supply.  I use the Balanced power setting profile.  Diagnostics for Power doesn't pick up anything and I can't find anything with Google for anyone with a similar problem.  I had a similar issue a couple of years back, but it was caused by me using the High Performance power profile.  Once I changed to the Balanced profile the problem disappeared.  This time, the problem is occurring with the Balanced power setting.  Any suggestions on how to resolve this would be appreciated.

    Microsoft is still saying it is hardware problem... i am going crazy

    I use CoreTemp to check my temps.  I also have Hardware Monitor available free from CPUID to check temps.  I have AIDA64 and Process Explorer to measure CPU/CORE utilization.  My statements are based on software measurements.  When I used Task Manager to check CPU utilization, it erroneously showed rates as high as 100% CPU utilization.  Process Explorer showed CPU utilization as only a couple of percent utilization.  There is something wrong in windows 10 which is showing CPU utilization as high and that is probably what makes the temps and fans increase.  I don't know, I'm not a Windows programmer, so I can't say for sure, but I think that is what is happening.  Power to the CPU also increases.  At idle, I have 23 or 24 watts going to the CPU.  When I enable the Power service, it shoots up over 35 watts and the temps and fans increase.  My system responds exactly the same as having the Power service in the High Performance profile.  In the High Performance profile, the CPU runs at 100% utilization even if the system is idle.  The fact that CPU temps are increasing is bogus.  Windows 10 is causing the wattage, utilization, temps, and fans to increase.  I can't spend this much time on an issue that is not being resolved so I will be cutting back on my response to this thread.

    I've used software too: Hardware Monitor, Argus Monitor, and SpeedFan. There is no doubt that there is something wrong with Windows 10, but there is no need that everything is the same for everyone on Earth. I'm not telling what you say is not happening that you try to convince me the opposite. I'm just saying my observations on my PC is a bit different than yours. Some of what you say is not happening on my PC, and some of what I say is not on yours. Though there is a common point, CPU's temperature and power are not as it should be on the new version of the Windows 10 and that's OS-related.

    What you described as the cause is what i understood from the analisys of my laptop in these days. I contacted asus and they couldn't do anything than saying that if the problem is theirs or intel's i should install the new drivers and bios and let them know. I installed what they sent me and then replied to them saying that the situation is identical. At this point it is microsoft's fault. Can everyone please write a report in english in the hub of feedback? I keep writing them but no one cares about them, maybe with lots of them they will give it a shot.

    I am using on windowd platform 10. My computer I buy components on and install at home.
