I have not heard a word from Microsoft or anyone else for the last month and a half. However, I performed a clean install of Windows 10 build 1903 last Saturday (for other reasons) and the problem does not occur on my system anymore. I have the power service running and the fans do not race. This is an FYI. I'm not stating that a clean install is the solution to the problem. I repair PCs and I have such a tremendous amount of diagnostic software and utilities on my system that I am still installing software almost a week later and I have a few more days to go. With the clean install clearing up the problem, it definitely appears that the problem is Windows related. I'll keep you posted if the symptoms re-occur while I am re-installing my software.
Both richard and I have done a complete reinstall of the window update to 1903 - this is a major time consuming effort since you are wiping your whose drive of everything and this will take time depending on your amount of programs, etc you have - Both Richard and I will update these post if we are able to determine what and why you're not able to update with doing a clean install - we will continue to update this information for you
