This is the only patch that is getting an error at installation. I've tried update troubleshooter, standalone install and clearing Software Distribution folder without success. Are others having this issue?

Had the same problem. What fixed it was to download these two KBnnnnnn patches from the Windows Update Catalog.
KB4490628 (make sure this one gets installed successfully first)
KB4516065

Thank you lintekPC. Installing KB4490628 did the trick.
In addition, I also saw reference to making sure kb4474419 was installed successfully. I have checked my install history and both is one and kb449028 were installed successfully.
Is it possible that these have to be installed again for kb4516065 to work? Who knows but this is frustrating.
In my case KB4474419 was previously installed. However, Microsoft recommends that KB4516655 also be installed before KB4516065. KB4516655 would not install on my PC until I installed KB4490628. So, you might confirm that you have KB4516655 installed as well.

Had to re-install Windows 7 Pro 64bit after a catastrophic SSD failure and two updates kept failing including KB4516065.
I downloaded KB4490628 from the MS catalogue and installed it. This triggered three Windows updates which then all went through OK.

You're welcome. The guy didn't reply to you. You seem to be completely unaware this topic may not even cover your issue. It's not about KB4516065 failing with some error. It's about some KB failing with error 80092004.
