Hey @JefferyAndre,
This is certainly a new twist on what's now an old problem -- thanks for sharing, since there are (or will be) others out there with the same issue.
Stay safe and sane!

My Your Phone app is duplicating messages sent, sporadically. This has been happening the past few days. Windows and Your Phone apps have been updated. The duplicates are appearing in my Android texting app (Textra) as well. I have used Pulse, Google Messages, and Samsung Flow previously w/o this occurring.
Windows 10 Pro 1903
Android Pie, standard, non-rooted ROM

I've tested wifi off for nearly 2 weeks now and not 1 dupe message. It's obvious there's an issue when a) another connection option is available, and/or b) when there's another app/service accessing the messages, i.e. live backup. Hope MS fixes this somehow.
@ScottS21,
Thanks for the update, and for forwarding the info to the Microsoft guys. I can't speak for everyone, but I certainly appreciate your efforts. :-)
Stay happy, sane, and safe!

@Cutt and @DaveTheBatMan, I turned off wifi the past couple days when at my computer... zero dupe messages. It seems a combination of poor signal/syncing/timing is the issue. I have sent feedback to MS noting such.
I unpaired the phone from laptop, sent a message. Seemed to be not an issue
