I've tried wsreset.exe- no success

I've tried https://support.microsoft.com/en-us/help/4027498/microsoft-store-fix-problems-with-apps - no success

I've tried to reset my region, language, and speech - no success

I've deleted the contents of the download directory and the datastore directory in c:\windows\softwaredistribution - no success

Before you go through all of the Ultra-Geeky hassle (and possibly dangerous) methods above, try checking your Internet Security settings as outlined below:

Possible Fix:

Search for "Internet Options"

Open the App

Select the "Advanced" Tab

Scroll to the Bottom of the List where you can see "Use SSL/TLS"

UN-Select SSL 3.0 and TLS 1.0 and 1.1

SELECT TLS 1.2 and (If Available) TLS 1.3

Click "Apply"

Click "OK"

Reboot Computer

YMMV

Good Luck!

I also had this Microsoft Store error 0x80131500 and tried at least 100 suggestions.  I was working with figuring out why I could not access my network drive and discovered these two problems are related.  Here is the Western Digital suggestions to complete.  They work to resolve Network Access to the Microsoft Store also.  You may have had some Turbo software or Network speed up that stopped required services.  I have a router, but confirmed it was not the cause.

Click into the Windows Search Bar in the lower left of the Win 10 screen.

    Type Services

Click the "Run as Administrator" option

The Services Menu will come up and there will be many, many selections.

You may or may not have all these below, but change all you have.  Be sure to click Apply and Save after each selection to save your settings.

Ensure the following Windows Services are running and set to Automatic.

Please follow the steps outlined below this list for instructions on how to make changes if needed.

    ·        Computer Browser

    ·        DHCP Client

    ·        DNS Client

    ·        Network Location Awareness

    ·        Function Discovery Resource Publication

    ·        Plug and Play

    ·        SSDP Discovery

    ·        Storage Server

    ·        Server

    ·        UPnP Device Host

    ·        TCP/IP NetBIOS Helper

    ·        Workstation

    Reboot your Computer.

I think Microsoft Store will work.  If you have a Western Digital Network Drive it would be a big coincidence for sure.  Under WD Support search:  **Share Access Failure - You might not have permissions to use this network...**313
