I found a temporary solution in that I'm on the Developer Preview: I moved to the fast cycle which skipped the current October 2018 update and moved to the May 2019 one instead (18xyzz).
For that version luckily the issue has gone away.

Can confirm this works, I used the instructions here https://www.nextofwindows.com/how-to-bypass-skip-ahead-is-now-closed-windows-insider-program to join the skip ahead queue and get the latest version of Windows which is indeed working with MSI motherboard!
+1 Can confirm this Works. Had great results With this, as i got the New DirectX api With raytracing that i was after. However, the preview build seams kinda crappy to me in terms of Visual/cosmetic appearance so i hope we will get the proper update soon.
Is this any different to just installing the current fast ring build?
I've got a hp spectre x360 with the same problem as everyone here, but 18282.1000 doesn't work for me either.
