2018-05-20T20:14:35+00:00 Accomplished the same thing while Dell warranty service was working (remotely) on my laptop and upgraded OS to 1803 version. Windows (KB4103727) update problem disappeared.

Gave up and installed build 1803 of Windows. Took several hours, but solved problem.

2018-05-20T01:57:01+00:00 I will be Unsubscribing to this post as I have found a solution. Took my PC to the Destin, FL Geek Squad and they used a USB 'force feed' of the 1803 Update on it. This 'overrode' the 1709 issue, and seems to have solved my problem. My PC is working fine. Wish Microsoft had put this fix out for all of us a lot sooner; I am lucky I have a Geek Squad Tech Support package so it did not cost me.

1. Device type. ie Desktop, Laptop, Tablet, Surface, Phone
2. Who made it and model, HDD size. If home built what type motherboard, Intel, AMD, Drive size
3. OS type, Home, Pro, Enterprise, etc
4. Current build. Go Settings, System. About. OS build XXXXXX.XXXX
KB4103727 keeps trying to install along with KB4134661 and Adobe Flash Player update KB4103729.
I have uninstalled several times and this continues. Please advise on these updates.
