Windows 10 Cumulative Update KB4103721 Version 1803

This update has some serious issues, specifically. Do NOT install this update after updating to Windows 10 version 1803. It will prevent your computer from booting up. I am stuck on the spinning circle for a long time. I have to use a Windows 10 USB to boot into the Troubleshooting and use Command Prompt to boot into safe mode. Please fix this update!

I discovered that if you installed a program from Iobit (like Driver Booster, for example) it creates a service called "LiveUpdate" with full name, as I remember, "LiveUpdateSvc".

Even if you remove the program the service will remain and this cause the KB4103721 update to fail to boot Windows after the update.

Uninstall all Iobit programs and remove the service from the administrator command prompt typing "sc delete LiveUpdateSvc" (check it is the correct service name) and then you will be updating Windows without any problem.

I experienced this issue on two computers and this has been the solution.

    That might be the reason for me too, I have Syncovery installed too.

    So it seems we now already have found 2 causes: IoBit and Syncovery. 

    Both Programs are relatively common, why the hell MS don't run proper tests before sending updates? As before mentioned I will now refuse all updates until MS is able to deliver reliable updates.

    Has anyone given any thought as to why this fiasco happened? Disgruntled employee/s at Microsoft?  Terrorist infiltration? Or just plain don’t give a ****?  Think about all the frustration and loss of productivity. Someone should be held accountable.  But I seriously doubt we sheep will take any action.

    I had the same issue with a Dell Precision M4700 notebook: circling dots on black screen after cumulative update of Windows 10 version 1803; 1803 works fine but the latest cumulative update put the boot process into an endless loop. This is how I managed to overcome the issue:

    1. Force shut down the PC 3 times to boot into safe mode. Safe mode works fine, no black screen there.
    2. Start CCleaner.exe, use option "run cleaner", then reboot in normal mode.
    3. This time PC starts normally: circling dots on black screen disappear after few seconds, and the boot process continues. Latest cumulative update was rolled back, and Windows was in version 1803 without patches installed.
    4. Download and install latest BIOS update from Dell support site (Dell Precision M4700 System BIOS). I also installed Intel Chipset Device Software and Intel Management Engine Components Installer, both claimed to be outdated by Dell update software.
    5. Now I was able to install latest cumulative update without any issues.

    Thus, updating BIOS and Intel Chipset driver solved the issue in my case.
