Windows 10 Cumulative Update KB4103721 Version 1803

This update has some serious issues, specifically. Do NOT install this update after updating to Windows 10 version 1803. It will prevent your computer from booting up. I am stuck on the spinning circle for a long time. I have to use a Windows 10 USB to boot into the Troubleshooting and use Command Prompt to boot into safe mode. Please fix this update!

I discovered that if you installed a program from Iobit (like Driver Booster, for example) it creates a service called "LiveUpdate" with full name, as I remember, "LiveUpdateSvc".

Even if you remove the program the service will remain and this cause the KB4103721 update to fail to boot Windows after the update.

Uninstall all Iobit programs and remove the service from the administrator command prompt typing "sc delete LiveUpdateSvc" (check it is the correct service name) and then you will be updating Windows without any problem.

I experienced this issue on two computers and this has been the solution.

    First off, I'd like to thank Stephen for the heads-up; I upgraded to the new build today (man it was really slow-going for a while), and I was a bit concerned that Windows Update would automatically download this new update on the next check.

    I actually already have the .diagcab tool on my laptop, so I ran it to see if the suspect update was on the list.  Turns out it is not; the only update available to install for my laptop is KB4103729 (Security Update for Adobe Flash Player for build 1803 for x64-based systems).  So Microsoft is at least aware of the problem and has pulled KB4103721 from their list of updates for the time being.

    For me it was Spybot Search and Destroy causing it on both my machines. Disabled the services, rebooted and the update went through flawlessly. Apparently some of these anti-maleware/cleaner/monitoring programs do not like some of the core file changes this cumulative update does to windows. Its both good and bad. Bad that it interferes with Windows certified updates (windows certified dont mean much these days though). Good that the programs are indeed protecting core files/.dlls that viruses and other maleware often attempts to alter.
