Windows 10 Cumulative Update KB4103721 Version 1803

This update has some serious issues, specifically. Do NOT install this update after updating to Windows 10 version 1803. It will prevent your computer from booting up. I am stuck on the spinning circle for a long time. I have to use a Windows 10 USB to boot into the Troubleshooting and use Command Prompt to boot into safe mode. Please fix this update!

I discovered that if you installed a program from Iobit (like Driver Booster, for example) it creates a service called "LiveUpdate" with full name, as I remember, "LiveUpdateSvc".

Even if you remove the program the service will remain and this cause the KB4103721 update to fail to boot Windows after the update.

Uninstall all Iobit programs and remove the service from the administrator command prompt typing "sc delete LiveUpdateSvc" (check it is the correct service name) and then you will be updating Windows without any problem.

I experienced this issue on two computers and this has been the solution.

    Both my machines fail to boot after this update. One is an oldish hp xw4400 desktop, the other a 1 yr old gaming rig (Asus board).

    Ive found that if i get in to safe mode then reboot they boot up. Then after im done and power off, i have to do the same again. 

    Its a total pain in the butt!

    This needs sorting out. We pay a fortune for our machines and the software on them and then this happens. Come on Microsoft!... We expect better from you. Pull your finger out!

    Windows doesnt even allow us to uninstall the bad update, whats that all about?

    Ive tried reverting back to previous version of 10 and it says theres no version to revert back to. 

    Please just hurry up and aort it out.

    Yeah this is a Q6600 QUAD Core & a also I have DUAL Core system, both DELL OptiPlex's (BIOS stopped updating ~ 2012 / 2014). Though MS has to accept that older systems with 8/16GB RAM & High performance SSD's are going to be in operation for a while & they can't expect people to evergreen at the same pace anymore. Therefore if you want to roll out "significant build" updates every 6 months then the list of compatibility with have to grow & grow & grow & grow.

     I have another DELL Precision (10 yr old)  that refuses to go up to 1803 though it has done every other update since it rolled out , again nothing wrong with it, QUAD Core, 16GB RAM & SSD.

     I wonder if the Intel/AMD/ARM CPU issues around the Spectre security flaws is causing the OS to become unstable since it seems there is no interest by the vendors to fix their hardware flaws of older architects.
