I was almost to the point of reloading the whole computer, when for some reason I navigated to the other Operating System button. When I looked in there I saw two items that said Windows 10 and one that just showed a box that was currently the default.

    • I selected the first windows 10 and changed it to default, restarted but it did not boot.
    • Boot back into repair menu and selected the second windows 10 option as the default, reboot and was able to get to the original OS.
    • From there I boot up and then downloaded the windows 10 update troubleshooter at https://aka.ms/wudiag
    • I ran it once as administrator it saw there was a pending update, I told it to skip and fix any other issues.
    • Then ran it again it still saw a pending update, this time I told it to resolve all issues.
    • Manually ran the windows update. It found a bunch of updates including the 1709 build. It wanted a restart. I restarted only to see that the 1709 build did not install but the others did.
    • Manually ran windows update again and this time it only showed the 1709 build. It successfully installed after some time to download. Reboot verified it was at 1709 and then performed updates until pc said I was up to date.

Hope this helps someone cause  none of the other fixes helped me.

    Regards,

    Arnel

Thanks, this worked for me. Was trying to fix a family member's PC that was on 1709 and ended up in the loop after trying to install the 1803 update.

Booted off the installation ISO on a USB thumb drive, went into Repair and had a second OS showing up under Other Operating systems. Was able to boot into Windows using this one. From there I installed the 1809 update using the Windows 10 Update Assistant.
