Personalized settings not responding after windows 10 updates

help please

Windows 10 updates have been installed on a HP elitebook 8460p.  When i reboot I am now stuck on the personalized settings not responding on a black screen.  I have tried many things to no avail.  The solutins thati have read have not been helpful.  Any thoughts?

    This worked for me as well, although to be fair, the desktop came back up even before I finished typing "explorer" into the Task Manager window.

    Why is it that so often, Microsoft's Windows Update causes so many problems and prevents machines from booting normally?  Adopt the spirit of the Hippocratic Oath and first do no harm.

    Hi Joe,

    This might be caused by corrupted system file. For us to provide a solution suitable to the not responding error, we need the following information:

    • Which update was installed on your PC?
    • Were there any other changes made to your device prior to the issue?
    • Were there any error codes after you reboot the PC?
    • What troubleshooting steps have you done so far?

    In the meantime, try running the black screen troubleshooter as an initial workaround and see if it will help.

    The following steps worked for me ...

    1. ctrl-alt-del
    2. select Task Manager
    3. in Task Manager, select File then Run new task
    4. type "explorer" in the box next to "Open"
    5. click OK

    now you should get your desktop back, I'd wait a minute or two, then

    1. reboot
    2. logon

    steps 6 and 7 may be a little slower than usual

    1. desktop appears as normal

    I hope this works as well for you as it did for me.

    I tried this and it did not work.  It really ticks me off that Microsoft didnt include an opt out button for updates.  I never had any problems until the 1803 build and now my computet does not work at all after it updates and its ****.  I have rolled back the update and then just updates the very next day and I have to continue doing this dumb stuff.  I have tried stall the update and it never works.  Its very annoying.

    Does Microsoft actually read this? I don't think so.. Otherwise I would say the engineers are idiots
