Personalized settings not responding after windows 10 updates

First, try shot-down and then turn-on the pc, then, the computer will work normally. 

Wait a little bit, you can see a running cursor and the login page flashes once or twice, after that, you type "enter key", it will lead you into the login page. then, black screen maybe shows again, be patient at this moment, because the pc is looking for the desktop folder, and now, you should can see the desktop page shown on the pc.

If it does not work, Ctl+Alt+Del, will lead to the task-manager. click 'file', select ' run-new-task. you will get another desktop windows explorer, then, you can do want ever you want.

1. Open the start menu and select Settings
2. Click the Network and Internet link.
3. Select Wi-Fi from the sidebar.
4. Click the Manage known network link under your existing connection.
5. Choose the network you’re currently using from the list of available ones.
6. Click Properties.
7. Find the Metered connection section and toggle the switch to On

I know it sounds like a lot of words but is quite simple, you'll see and probably figure it out by yourself once you get to step 2. It is intuitive
