Personalized settings not responding after windows 10 updates

help please

Windows 10 updates have been installed on a HP elitebook 8460p.  When i reboot I am now stuck on the personalized settings not responding on a black screen.  I have tried many things to no avail.  The solutins thati have read have not been helpful.  Any thoughts?

    Microsoft just "made" me update my computer when I turned it off last night and not "personalized settings" is keeping me from getting access to any webpage on mu computer for a LOOOONG time. What are they? zhow can I get my computer to turn on in a timely manner again? Do I have to have them?

    The following steps worked for me ...

    1. ctrl-alt-del
    2. select Task Manager
    3. in Task Manager, select File then Run new task
    4. type "explorer" in the box next to "Open"
    5. click OK

    now you should get your desktop back, I'd wait a minute or two, then

    1. reboot
    2. logon

    steps 6 and 7 may be a little slower than usual

    1. desktop appears as normal

    I hope this works as well for you as it did for me.

    I had to do Two More things.

    1. Kill the running (Not Responding) Windows Explorer
    2. Check the Administrator Privileges box on the 'Run new task' Explorer 

    At that point it got me back.

    Because that can't run a devops system based on every computer that has windows installed as each computer has different programs & different hardware making it near on impossible to cater for everyone so some mistakes will be made due to the setup of each machine, while someone will come out and say Apple can do it why can Microsoft, Apple uses a closed system which stops anyone from changing the hardware in their systems making them easier to update and every update will be compatible with that system they are applying the update to as the hardware is all the same
