Black screen with cursor after Windows 10 update

How to fix windows 10 after update the screen after login is complete black with cursor, but nothing works, task manager wont start. I've tried to go on safe mode but all most the same thing happens, the it starts as safe mode, but I cant use anything, task manager don't work in safe mode, no CTRL +x.

I don't know what to do.

    blank screen with white cursor post login is due to profile not loading,i tried all the options mentioned in the post but no luck :(

    Then tried the below steps and it worked..

    In safe mode with command prompt I opened the eventvwr and found an error related webcachev01.dat file not loading..blah blah with some offset error

    In command prompt traversed to the folder  users\Username\appdata\local\microsoft\windows\webcache folder and deleted the webcachev01.dat file.

    Logged back into windows without any issues.

    I don't have a "services" tab when I do CTRL+ALT+DEL

    It works. Since it's an application issue, not video, it stands to reason that at some point a portion of Windows might decide to function. After pressing ctl-alt-del you will see the list of security options, press task manager. The switch to services. My AppReadiness was already stopped. However from here you can "open services" which also works. After changing appreadiness from manual to disabled I rebooted and am fine.

    cntrl alt del does not work screen stays black with curser until reset button is pressed and then machine boots normally.This problem occurs most days but is solved by reset.Could it possibly be an update causing this as it seemed to occur at the start of 2018.

    Have you tried restarting the machine then after it loads, press the space bar then enter your pin/password and hit enter. When you get into Windows, run updates and restart.
