Error 0x80070bc2 when Windows 10 update trying to install KB4048955 for version 1709

I have used my external backup HD to restore files. It works fine. But a backup will not re-install an application. I have found PKEY files but they may be from Office 2003. In any case I can't reinstall without the Office 2016 app. I lost a lot of my stuff and I haven't ever gotten a paycheck from Microsoft. I received a free copy of Windows 10 when I agreed to let MS monitor my use. I didn't agree to be a beta tester.

Unfortunately, a couple of weeks before my son's computer crashed. I was the last one to see it "alive" so I'm the main person of interest in the case.

Been there, done that too!  I discovered in the process that my third party backup software had faulty directions for making a "bootable" CD.  I needed to have the ability to log into my router to be able to restore my system from the backup I'd made, and discovered that I could not!  Then it turned out that the backup image on the router was incomplete... The lesson: "Test your backup recovery process" before trusting it!

This moved my Windows 10 Fall Creators Update forward to, "Build 16299.248". It's supposed to be, "Build 16299.299". And Windows Update, in Settings, behaves as though it's finished.

Microsoft has a Tiger by the tail. The Fall Creators Update is damaging personal property, and, stealing personal time from Windows 10 Users - including this one. My Fall Creators Update has been ongoing since mid November, 2017. I lost my email address books and 3 years of archived emails among other things. The MS Support Tech installed a free copy of Office 2016 and told me to uninstall my Office 2003. I did that. Now the digital registration of Office 2016 is gone and I'm locked out of Office 2016. I have lost everything from the deleted Office 2003. I have asked MS to reinstall a digital software key for the Office 2016, that was working for a while. They have refused. If this were a car I would invoke, "the Lemon Law", and return it to the dealer. but this is more than a car so I'm waiting and watching..., like a tiger.

I'm no expert and I only did what others told me to. I'm glad it worked with my work PC. Unfortunately, a couple of weeks before my son's computer crashed. I was the last one to see it "alive" so I'm the main person of interest in the case. It could have been that I turned it off while it was still upgrading but I know did it right. Notwithstanding, I asked my office's techguy to take a look and I had to buy a new hard drive because it was damaged. Me too, I'm sure I should be able to file something against MS but as an attorney (not in the US),  I know it would make me lose the time that I can use with clients that pay.

But I agree there should be something that we could/should do as consumers.
