Now my PC always works on updates on startup and restarts. Is this normal?

I have a laptop & PC.
Windows update activates on startup on both. (Start, Settings, Security & Updates to check)
It searches for updates and will install updates it finds, slowing computer down a bit.
If it is an update for Windows Defender it will complete install of that.
Other updates that require a restart will wait until time outside your selected busy time which you can set start & finish times up to a maximum of 18 hours.
I find that I would prefer the old way of it waiting until you shut down and you got options to complete the update install and shutdown or restart, when you finished working on the computer, as the settings for busy time are a very blunt tool of a max
18 hours and as a home user I often use PC outside the limits set and that creates other problems.
