As far as I have experienced, Fall Creators Update has not very much to do with the cooling policy of the system. I believe some resource hogging service is causing the load on CPU. That's making it hotter and the job of a
good case fan is to blow the heat out. So, it is not the fault of the case fan but the fault of the service that is causing your fan to blow constantly.
Seeing at the services in the screenshot you provided, the second service is probably about the portable hotspot. Are you using you laptop has an internet hotspot for other devices like your phone or somoething else? It is also possible that there is some
virus that is creating a hotspot and allowing users to connect to your system.
I would recommend first you should update your Defender and do a deep scan to find out the cause. Secondly, try to enable the Airplane mode and then see whether the CPU usage is still the same.
