After updating to the new version, I am seeing high CPU use from two processes:
Any ideas on how to make them not use a lot of CPU so that my laptop cools down and the fan stops blowing?

Had the same problem myself and found the solution which is quite simple :
Go to settings -> update & security -> Windows Defender -> Open Windows Defender -> Firewall & Network protection
Then you need to disable the firewall for all the types of networks
once that's done click on restore settings
That should do the trick and you're cpu usage should return to normal.

I went to Settings but there is nothing labeld "update & security" ???
I found the windows defender but there is a note saying it is being controlled by Norton AV. I have the NOrton suite from Comcast.

As far as I have experienced, Fall Creators Update has not very much to do with the cooling policy of the system. I believe some resource hogging service is causing the load on CPU. That's making it hotter and the job of a good case fan is to blow the heat out. So, it is not the fault of the case fan but the fault of the service that is causing your fan to blow constantly.
Seeing at the services in the screenshot you provided, the second service is probably about the portable hotspot. Are you using you laptop has an internet hotspot for other devices like your phone or somoething else? It is also possible that there is some virus that is creating a hotspot and allowing users to connect to your system.
I would recommend first you should update your Defender and do a deep scan to find out the cause. Secondly, try to enable the Airplane mode and then see whether the CPU usage is still the same.

There are several reasons why your PC shows a high CPU usage.
