can't update spyware and virus definitions

I eventually downloaded the latest version of Windows 10, build 16299.15. That problem went away and Defender seems to be up-to-date. However, now at shutdown I get a message "system task active preventing shutdown" and i can't find anything to close so click "Shutdown Anyway" which doesn't seem to have caused a problem.
cant update spyware and virus, it starts download then suddenly stops
