Hi,
there is a problem with laptops which have Intel iGPU + GTX 1050/1050Ti/1060/1070. The problem is whenever you perform some action on the OS, discrete GPU is triggered and it causes a 0.5s freeze.
Some actions, which causes the dGPU to wake up and lock up the whole system for about 0,5 seconds are:
Since the problem was OS based, it could be found on all laptop brands: ASUS, Acer, Clevo, Dell, Gigabyte, HP, Lenovo, Microsoft, MSI, Razer.

With the latest KB4284848 the problem is partially solved. The community and I have tested the build and we can confirm that it fixes most of the freezes.
There are still some problems though. Some freezes left within the Edge browser
and File Explorer. Please post your feedback!

I don't know if this will work for anyone outside of those using Gigabyte laptops (or how efficient it is) but I downloaded the WakeupGPU (https://www.gigabyte.com/Laptop/AERO-15X--i7-8750H#support-dl-utility) and it fixed the stuttering across the board. It's probably keeping the dGPU idle but I haven't seen a terrible drop in power efficiency yet. Maybe this might help others until MS actually drops a real fix.

It is the "one ring" dilemma from lotr.
Only way to make difference is to return your laptop but you will not do that.

Actually I returned already 2 now I'm going to return third laptop and I will keep doing that unti the problem won't be solved. I need a laptop for work not for gaming and for this I am using my 8 years old and cheap Samsung laptop since new one is not working. I am very amused how my old laptop is working smooth on windows 10 despite the fact that Samsung stopped to support it before windows 8 was released(ImI not sure).
So for what it's worth, i have this same problem...
I am running a Gigabyte Aero 14 with the GTX 1060 + intel HD graphics 630
and a Core i7-7700HQ
At some point after one of the updates i believe (maybe the fall update?) I started noticing all these lags and stutters such as right clicking things but also all over.
I've been following this and other forums for months already.
I tried reinstalling dozens of graphics drivers for each of the cards, reinstalling windows multiple times (which I really didn't have the time for...). The 1803 update was no help.
One of the new intel drivers made some specific right-click lags reduced but it was only a cosmetic change, most of the lag in all the other software was still present.
The only thing that seemed to work was the new Skip-ahead builds (176**) which seemed to do a lot better, however, they are (by nature) so buggy in other ways that they can be extremely frustrating to use.
Of course my old Gigabyte notebook with half the processing power is soo much faster, nearly instant turn on and turn off, no lags.....
Whatever you did to fix the new beta builds, please do for a regular stable build!
