Hi,
there is a problem with laptops which have Intel iGPU + GTX 1050/1050Ti/1060/1070. The problem is whenever you perform some action on the OS, discrete GPU is triggered and it causes a 0.5s freeze.
Some actions, which causes the dGPU to wake up and lock up the whole system for about 0,5 seconds are:
Since the problem was OS based, it could be found on all laptop brands: ASUS, Acer, Clevo, Dell, Gigabyte, HP, Lenovo, Microsoft, MSI, Razer.
This is nearly a three-year-old bug:

Hi everyone,
With the latest KB4284848 the problem is partially solved. The community and I have tested the build and we can confirm that it fixes most of the freezes.
There are still some problems though. Some freezes left within the Edge browser
and File Explorer. Please post your feedback!

You're right. I was thinking about it too. Almost everyone is to blame here. Manufacturers release already faulty product and it doesn't matter if it is software or hardware problem because when you pay for a laptop software price is included and we actually pay for software too. Stores are blame as well, I don't believe that they don't have any problems with customers that want to return the product, why they keep selling it. None of the reviewers are talking about, don't believe that none of them didn't encounter this while they were making a review. Microsoft, the worst support of their products, along with MSI and HP, don't know about the others!!! And no-one wants to cooperate and get rid of this. I'd suggest to return our laptops back, of course everyone who can do that.
Recep add please MSI GE73 Raider RGB-012 to the list.
It's a new generation cpu laptop. Maybe it'll help someone not to buy it.
P.S. While we keep to stay here and wait for a miracle, nothing will change.
We had many threads on Reddit, believe me.
I just created this feedback. You can vote:

Razer Blade 2017 (shipped with 1709) here, same issue since purchase less than 6 months ago
I've tried a few different versions of Windows on my laptop and have had the most success with 1703. While this is in no way an acceptable solution, it has drastically reduced the stutters I was seeing when right-clicking on my desktop, and when opening programs. They are not all gone, however.
It's worth noting that, while this is clearly a software issue, laptop manufacturers should also be held responsible as they are shipping products out with this software already installed. My laptop came with Windows 1709 on it, which to me, means Windows 1709 is guaranteed to run optimally on my machine, and that it was tested for full compatibility with the hardware before mass production. The fact that this issue was happening out of the box for me and others, tells me that manufacturers are either knowingly selling hardware with incompatible software pre-installed; or are not testing their hardware for full compatibility with current software before production. To me, this makes the hardware manufacturers just as responsible as the software provider.
The reality of it tho, is that the hardware manufacturers likely won't take responsibility for this, and will be quick to blame it on software. Are there no rights for consumers in this situation? The laptops on this list aren't cheap, guessing between $1500-$2500 or more. And the fact that one of Microsoft's own products is on this list is even more worrying. If Microsoft can't figure it out on their own hardware, what hope do we have that they'll figure it out for everyone else? And what are other laptop manufacturers doing to assist with a fix? I'd urge everyone on this thread who hasn't done so to reach out to the laptop manufacturer as well. While I don't expect them to fix this issue, they need to be made aware of it as it's affecting the performance of their hardware.
For what it's worth, here's a post on the Windows 10 subreddit referring to this issue, tho it doesn't seem to have much traction.
