I followed these instructions and was able to download Jigsaw (I had uninstalled in attempt to correct original problem) and reinstall. Easily recovered and downloaded my collection also.
Microsoft games are "currently not available in your account"
I've been playing Solitare, Mahjong, Minesweeper, Taptiles, Jigsaw, and Sudoku daily for a long time. Starting yesterday afternoon with Minesweeper, I'm getting a "currently not available in your account" error from some of them. I tried uninstalling Minesweeper and now I cannot re-download for the same reason (it errors when trying to acquire the license from the Windows store). Today, Mahjong and Jigsaw started with the same behavior. As of right now, the only games that will load are Solitare, Taptiles and Sudoku. Xbox app loads fine. The store is able to download and install other apps and games without a problem. Everything else appears to be working fine.
This is on a first generation Surface Book (i5/256/dGPU), all current updates installed (I'm on the creator's update build of Win10). I have a separate desktop PC I have yet to check to see if the problem exists there, too.
I have tried wsreset and a reboot, but I refuse to re-register the store via command line. The last time I tried that, my store ended up so broken I had to do a total OS refresh and reinstall all my software. I don't have time for that right now.

I only use Mahjong, MS Ultimate Word Games and Minesweeper. Minesweeper was the only one that stopped working for me. Now all is well again... for the moment
This is interesting, thanks for sharing! I'm checking mine a couple times a day and will post again if any of them start working. So far, no joy for me. Mahjong works on my desktop though, but not on my Surface Book. *sigh* Otherwise, Taptiles, Jigsaw, and Minesweeper are all broken across both of my PCs. This is really quite annoying and may actually just break me of playing MS games altogether. Been playing a lot more Blizzard games this weekend as a result >.< (that may or may not be a good thing!)

2017-07-09T00:19:21+00:00 Me too, today my Microsoft Mahjong has stopped working and I get a message that it's not available in my account and to apply in store an error message: 0x803F8001. I signed into my account tried Store, but can't see where I can put in this code. I am very disappointed with Microsoft for not fixing this problem, which it would appear had been going on for some time.

2017-07-09T00:06:13+00:00 I don't think the problem is at MS end or anything to do with accounts, it is at local machine end, here's why;
My setup;
- Desktop with one primary MS account and two non MS accounts, secondary account and my wife's running Windows 10.
- Laptop with same primary MS account and my wife's account, again running Windows 10.
MS jigsaw running on the desktop primary account only.
Yesterday opening jigsaw on the desktop primary MS account came up with the message 'microsoft jigsaw is currently not available to you'. Tried everything I could find on the web to get it started to no avail. Went to laptop to run it there but forgetting that it wasn't installed. Tried to install on the primary MS account on the laptop. Install failed when obtaining the licence with message 'something went wrong, we'll try again', error code 0x803f8001. Continued to try to fix both machine's, but failed. In the end decided to uninstall jigsaw from the desktop primary account. On reinstall received the message 'something went wrong, etc.' when acquiring the licence, same error code.
So went to my secondary (non MS) account on the desktop and tried to install jigsaw, success, ran the app, no problem. Then went to my primary (MS) account on the desktop and tried to reinstall jigsaw again, this time successful, Ran the app, again no problems. Back to the laptop, tried to install, failed. Went to my wife's non MS account and installed jigsaw no problem. Back to the primary MS account a new install was successful.
So pick the bones out of that lot.....
Same account used on two machines, app failed on both machines using that account. The fix, to use a different account to install the app, then reinstall the app on the initial account. But process had had to be done on both machines. So it's not an account problem. Neither is it an OS problem as we don't use the laptop that often and Windows hadn't been updated with the latest (June) build.
Problem is, my error is not "microsoft jigsaw is not available to you", it is "not available in your account". Bit different. Same generic error code. I'm already running the creator's update, so that won't fix my issue either.
The problem is, I didn't change anything on either affected machine. Both my machines are experiencing the issue, both developed it out of the blue. No new software installs. No new updates installed. Nothing. Nada. Zip. Zilch. How can this NOT be an MS issue? I've done absolutely nothing but what I've done on both these machines for years, and suddenly I have an issue where certain MS apps won't run because of what appears to be a license issue, since my original post indicates that the Windows Store fails to re-download Minesweeper after failing to acquire a license for the game.
The fact that for at least some people, the problem doesn't just spread from game to game, but also across different machines, suggests the issue is with MS accounts, which would be an MS problem, not a local PC problem. I imagine it is something quite stupid, but fixing it may be less so.
Also, I don't have multiple accounts on my machines, nor am I going to set more accounts up just to fix a problem I didn't create! Again, MS's issue, MS needs to fix it or tell us how to fix it.
