Thanks. Thought so. Uh...it works fine for me and the scan does take place. Actually, mine boots twice. Once into offline mode after which there is a short delay and the scan runs then it boots again and goes back online.
I dunno why,

We appreciate the provided information. To further isolate your concern, we'd like to ask if you have other antivirus program installed on your device? If yes, we highly suggest that you uninstall it to prevent software conflicts. In addition, you can also follow the steps provided on this article on how to troubleshoot Windows Defender. Once you're done, replicate the concern and check if you encounter the same error.
We'll appreciate if you can send us an update.
Hi, I have a slightly different problem with WDO.
Until a few days ago, it worked fine. Now, it restarts my computer, even seems to start WDO, I get the small window titled "Windows Defender Offline" with the bar passing from left to right - looks like this :
https://www.groovypost.com/wp-content/uploads/2013/04/WDO-Launching.png
Normally after that I got the scan window, but now the program just finishes and my computer restarts, without scanning.
The png picture you provided **is** the WDO scan.
Once the scan is complete, the device restarts.
- this scan, then restart is normal and unlike earlier Win10 1703 or earlier 1703 Insider Builds
