Windows update KB3004394 issues

Windows update KB3004394  causes the following issues on my Windows 7 x64 Ultimate system:

All MMC functions (Event Viewer, etc.) now require Administrator action, although in an Administrator account.

Windows Defender service will not start

The Windows Defender Service Terminated with the following error

%%-2147023113

Removing it  returns the system to normal.

Anyone else experience this?

    The only fix I have found is to use system restore to go back to 12/9/2014 or before.

    This solution isn't going to work for the long run.  We need a fix that removes KB3004394 and repairs the damage it inflicted.

    I can not uninstall it! I click on uninstall and nothing happens!!!

    It is unbeliveble becaus i have reinstal system yestwrday every thing was ok until I instaled KB3004394 than my problems wit troubleshutter began until today when I figuried out that I need to uninstal and right now every thing is perfect. Thaks for help

    system restore does not work either and I certainly do not want to redo my system for a bad KB
