My Win 7 64bit laptop recently installed update KB2952664, which sent everything to a grinding halt. Through a combination of research and spending a whole weekend uninstalling different updates I pinned down the problem to this update.
I can uninstall the update, which brings the laptop back to life, but it immediately shows up again in the installed updates panel. If I restart the laptop after uninstalling the update the problem immediately returns.
Why is the update magically reappearing and how do I remove it for good?

The reason why the update keeps showing up after you uninstall it is because there are several versions of it already installed...
Kinda/sorta.
The real reason is that Microsoft has revised & re-released KB2952664 twenty-six (26) times over the years. If you don't want to install the new/revised/re-released version, you'll need to hide it again.

You need to uninstall it, over and over, until no longer is shown on the installed updates list.
For more details on the installed versions, run this command from an elevated command prompt:
dism /online /get-packages | findstr KB2952664
it will show something like this:

Everytime you uninstall KB2952664 and run the above command, you will notice that the list has shortened.

Important updates are not necessarily security-related. Important updates include optional, non-security related software updates/upgrades as well as driver updates for third-party hardware. Left to its own devices (i.e., set to Automatic), Windows Update will (attempt to) install all Important updates - whether you need/want them or not.
Many of these updates are revised & re-released. If you've previously hidden, e.g., KB2952664, you'll need to hide it again if & when it's re-released. [1]

This is ransomware and Microsoft should be ashamed. They need a Fix It to uninstall these updates and fix Win 7. I have identified 10 KB updates that are being forced on Windows 7 customers during updates. These keep popping up, even though the Free Update to Windows 10 has ended, and they have locked up my computer running the CPU at 100 percent to the point I can't get any other programs to run. The Win 10 programs on Win 7 updates include, but are not limited to:
KB2952664 Win 10 Compatability. You should not have to uninstall it and race to hide it before it is forced on your computer again. I even tried running a factory reinstall on a 7 year old Compaq desktop and guess what? It immediately installed the KB update on a 7 year old factory reinstall, even though there was no Win 10 when the computer was sold!
KB3021917 Win 10 Analysis (It has no business being installed on Win 7 machines after the ``Free Update'' deadline
KB3035583 Win 10 Nagware
KB3068708 Win 10 Upgrade
KB2976978 Win 10 Journal Nagware
KB277759 Win 10 Journal

Microsoft even tries to force people to install a Win 10 Extension for Chrome on a Win 7 machine.
You can search for these by running appwiz.cpl from the command line, search in the upper right corner.
Microsoft needs to get this fixed now. I should not have to buy their Win 10 update to fix these problems, because it's past the ``Free'' deadline, but it looks like I may have to buy it. The free deadline should at least be extended to Win 7 customers until they get this fixed (even though it will wipe out a number of my Win 7 programs that are not compatible!)
If Update for Windows 7 (KB2952664) is listed in Update History but not in Installed Updates, it's not installed.
FWIW KB2952664 has been revised & re-released nineteen (19) times so far. Each and every time it's re-released, you'll need to hide it again. Ditto for KB2977759 & KB3035583.
