Could you please understand me?

First of all: I have been encountering this problem since December, 2014, and I still don't even find a new fan/heatsink assembly which can be shipped to me.

My questions are:

1- I only found a single fan in the local Yemeni market with $50, and that fan can be boted/mounted into my heatsink well since it is the same size of my old fan. However, I don't know if it would solve the problem or not, and it is sold for $50, if not solve the problem, the the seller will not refund my money since he said it will be compatilbe with my laptop, but if didn't solve the problem, no refund would be. Also, 1- HP store doesn't ship to my country Yemen at all. As a result, I am very stumbled by how to go ahead/proceed? 

2- When playing two Videos on Youtube.com, then the CPU temperatures are very high, although the load is shown about 50% in the core temp. 

Sometimes the CPU temperatures  drop into(shown below), although the same work I was doing on my computer (the videos  are playing at Youtube.com, and the same websites) when taken the first screen shot.

I don't know where to find thermal silver tape?

Since it does not make any contact with metal on the fan as long as you mount the fan so that it not loose or vibrate you should be ok without the tape.

3- What requirements are needed to replace a fan? I know these requirements below::  

a couple small screws, some copper clips and some thermal silver tape, and **** Isopropyl Alcohol.****

However, What else is involved I don't know?

Since you removed the old fan the mounting of the new fan should involve the same assembly / mounting process only in reverse of when you removed the fan.

Also, What is  cloth or oily film that does not leave any lint ?

Altouhg I insist on saying that my fan doesn't have any metal parts (it is entirely platice. Heat sink  has metal parts), why have you insist on telling me ' Does any part of the "thermal silver tape" that was torn make contact / stick to any metal part of the fan or just the plastic area on the fan?

Anyhow, the part of the "thermal silver tape" that was torn doesn't  make contact / stick to any metal part of the fan.  However, It just  makes contact/stick to the plastic area on the fan.

Could you please reply to my other points? I am very upset since my country Yemen is out of commerce.

2- Yes, I think, if I understand you well since I have been struggling with English,  that thermal silver tapewhich was torn   makes contact / stick to any metal part of the fan. (NOTE: there is no metal part of my fan, however, all metal parts are on my heat sink, and the thermal sliver tape is on the small the vent(airway) of heat sink.)(my heat sink has two vents(airways), one of them on the top in screen shot below is larger than the other one(have you see my image below), the thermal sliver tape is rolled on the left-hand side of the small vent(airway) of heat sink was torn. The thermal sliver tape is rolled on the side of the small vent(airway) of heat sink was torn. That thermal  sliver tape begins  from heat sink and spans the fan when fan bolted in the heat sink..

Note. That thermal sliver tape is used to tighten well the fan to the metal plate/heat sink. As you may know from the images I have posted many times before that my fan will be bolted in the metal plate by inserting the fan firstly into the vents/airway of metal plate, then I stick thermal tapes, finally I screw out small screws
