Please reply to my question about the thermal tape and fan before I can proceed.

First of all: I have been encountering this problem since December, 2014, and I still don't even find a new fan/heatsink assembly which can be shipped to me. I only found a single fan in the local Yemeni market with $50. When playing two Videos on Youtube.com, then the CPU temperatures are very high, although the load is shown about 50% in the core temp. I am very stumbled by how to go ahead/proceed?

Sometimes the CPU temperatures  drop into(shown below), although the same work I was doing on my computer (the videos  are playing at Youtube.com, and the same websites as the first screen shot was taken).

My other points need to be answered are::

1- HP store doesn't ship to my country Yemen at all.

2- Yes, I think, if I understand you well since I have been struggling with English,  that thermal tape was torn  is any part of the "**thermal silver tape"**that makes contact / stick to any metal part of the fan.

Note. That thermal sliver tape is used to tighten well the fan to the metal plate/heat sink. As you may know from the images I have posted many times before that my fan will be bolted in the metal plate by inserting the fan firstly into the vents/airway of metal plate, then I stick thermal tapes, finally I screw out small screws

I don't know where to find thermal silver tape?

3- What requirements are needed to replace a fan? I know these requirements below::  

 a couple small screws, some copper clips and some thermal silver tape, and **** Isopropyl Alcohol. ****

However, What else is involved I don't know? Also, What is cloth or oily film that does not leave any lint ?

1- Sometimes I have been encountering the error message below(first screen shot below) many times continuously, although the CPU temperatures are not high when detecting CPU with core temp( as shown below in second screen shot)

Check to see if there is a newer graphics driver available from HP's support web site and install it.

Buy it from HP. Ask if they have / sell the Clips and Thermal tape.

However, I am asking here that  the fan to be purchased from the Yemeni merchant is just a single fan(NOT an entire cooling system assembly), and The seller said that it is a replacement for my OEM fan and will not offer a refund if it does not work. 

Don't buy it from them, as no refund is offered.

Also, I don't have any copper clips and some thermal tape. All what I have now is a fan, and thermal grease.  So, do you think that it is worth a try to purchase the new fan with $50 from the Yemeni merchant(I.e. do you think that only the new fan will fix the problem with my temperature and error 'system has detected that a cooling fan is not operating properly' appearing to me in the first start).

Nothing is an absolute certainty, but you need to try.

3- Note: that some thermal tape was torn  while removing the old fan from the heatsink, I found there was thermal tape which was torn. That material is easy to be torn. Can l find another one to reuse it while bolting the new fan in the heat sink.. (look in the screen shot below)

only a piece of that thermal silver tape that was torn. In particulare, the the end coming from the top end of metal plate and spanning the fan was torn. The end of that that tape stuck to fan was torn.

i would like to determine where the thermal tape which was torn while removing old fan from heatsink. The thermal tape is shown specifically in the thing/ object shown in the left side of the very top end in the screenshot below.

That tape is just thick adhesive used to help stick the fan tight with the metal plate. I couldn't find like it. Yes the fan can be bolted in the metal plate again even without that tape. However, i am expecting that tape would help stick fan tight with metal plate, so no air leakage will be.

Again check HP for new tape.

a) Clean it once with a piece of cloth and Alcohol. Let it dry for about an hour.

b) Take another piece of cloth and rub it over the area you cleaned.

c) Now look at the cloth an see if there is any film on the cloth indicating that there is still some thermal paste that was not visible to your eyes but the cloth is still not totally clean.

d) If not totally clean take a fresh piece of cloth with alcohol and clean it again. Wait an hour and repeat steps b and c until the cloth is totally clean.
