Coming back to my home network seems to have fixed the problem. Can't say for sure what the issue was, but it was network related somehow.
Windows Update is unable to check for updates, error 80072EE2
Today Windows Update told me that it hasn't been able to check for updates in the last 30 days. I attempted to check for updates manually and received an error (80072EE2). I used the Windows Update troubleshooter from Microsoft and found that there could be missing/corrupted files. I ran sfc /scannow and referred to the detail text file. It found that bootmgfw.efi.mui is missing. I don't know how to replace this file. I also used DISM, but because Windows Update isn't working, I can't replace the file that way.
The only times my computer runs into problems is when I run any sort of Windows Update (including trying to update virus definitions) and sometimes when I restart my computer (the screen stays dark for several minutes - more than it should).
Any help would be greatly appreciated. Please let me know if there's anything I can attach to help figure out the source of the issue. The last time my laptop was able to receive Windows Updates was 5/26/14. Below are the bits from the detail file that show the MUI file as missing:

At this point I'm prepared to go through with a full reinstall...
You may wish to try a Refresh before doing a Reset (or a "full reinstall"). See http://windows.microsoft.com/en-US/windows-8/restore-refresh-reset-pc
Note: Chances are your computer has a hidden Recovery partition which would be used to do a Reset (AKA System Recovery) such that the "install disks" aren't necessary.
Note: A Refresh, Reset and a "full reinstall" will install Norton free-trial again (but invalid now). You will need to run the entire multi-step fix in my previous reply before you attempt to install any updates and before making sure Defender & the Windows Firewall are enabled.
Good luck!

2014-06-27T12:11:34+00:00 I followed all of those instructions and rebooted when told; no difference. I'm also not seeing any of those security updates. The Windows Update troubleshooter gave me the same two errors (problems installing updates and detected missing/corrupted files). At this point I'm almost positive that the MUI file I referred to in my original question is part of this problem.
I'll be in contact with Microsoft Support shortly. I'll update with any more information I can find.
Unfortunately if the problem is related to the corrupt/missing files the only way to fix them is to use DISM /RestoreHealth, or if that does not work you could point DISM to a known good source (a Win 8.1 DVD or files copied from another computer with the same OS) to obtain the files. There are several threads here and on other forums about the DISM corruption issue and KB2919355 which is the Update to Windows 8.1.

I went through those same things with my machine, i.e. RestoreHealth with DISM did not work. Others have experienced this same problem. If you cannot repair the component store corruption using DISM then a refresh or reinstall would be required. Since your original installation was of Win 8.0 a refresh will result in an installation of Win 8.0 and you will have to reinstall your desktop programs, files, etc.
For your sake I hope the problem is a connectivity issue and not the DISM problem.

2014-06-27T05:35:46+00:00 I'm actually working with tech support on this campus as they are in control of the Internet here.
See if they'll let you connect directly to the internet (i.e., not via Wi-Fi) & see if the behavior persists in that environment. If it does, you may be better off posting in the Networking forum for assistance => http://answers.microsoft.com/en-us/windows/forum/windows8_1-networking
Or you may avail yourself of Microsoft-sponsored Premium Support via the Answer Desk: www.answerdesk.com
PS: You may be seeing the effects of a "hijackware infection" of some kind.
