Wsreset error "'ms-windows-store:PurgeCaches'"

Original Title: Issue with Windows Store.

Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update).  I receive the below error message:

All device drivers are up-to-date (and have not changed since when it did work)

Anti-Virus is the same as it was when everything worked (Norton AV)

I launched a command prompt with administrative rights and ran "wsreset.exe".  The screen flashes over to the store, then crashes back to the start screen.  When returning to the desktop, the following error is found:

I ran system file checker, with administrative rights, and it reported back with no issues:

    Hmmmm not sure about that one as mine does show the owner as "trustedinstaller".  

    Weird thing I've noticed also is that the live tile for the Windows store is working (it shows things like "red stripe deals") but when I click on it it refuses to stay open, green screen then minimizing to the task bar.  I think I've basically tried everything there is to try and I feel that the more I mess about with my laptop, the more damage is probably being caused. 

    I've also noticed that the "PurgeCaches" message has changed slightly it now says on second line "the application didn't start" really!!!!?

    Should we term the new message to be progress I wonder?

    I just checked on my own machine and this is what permissions for SYSTEM should look like. Oh, and the blank space in the menu is where my log on username normally appears.

    To get the Permissions for Packages menu, right click "Packages" in the "Repository menu on the left and go to "Permissions".

    You have a button on your first screenshot called "Enable Inheritance". You have to click that in order to get the "Change Permissions" button to appear. But read the tutorial first.

    I've added myself to the administrators group (there were these accounts) I changed the middle one to administrator.  However, still got the same as before when I got to step 6.  Rebooted and still the same, just looked again and it had reverted back to homeuser.  Tried WSReset.exe, still got "PurgeCaches" message.  Changed it back to administrator (not sure if it will revert back again on restart).  WSReset.exe again got "PurgeCaches" message.
